Not legal advice. This is a practical operating guide. Rules change: check the current Oklahoma Medical Marijuana Authority (OMMA) rules, and your own counsel, before relying on any of it.

Terms

OMMA

The Oklahoma Medical Marijuana Authority, the state agency that licenses patients and businesses and sets the rules for medical marijuana in Oklahoma.

Patient license

The OMMA license a medical patient holds. Oklahoma has issued 24-character license numbers and, since November 2025, 12-character ones.

License status

Whether OMMA shows a license as active. Different from the expiry date: an in-date card can still be not active.

Metrc

The track-and-trace system Oklahoma uses. Licensed businesses report packages, transfers, sales and adjustments to it.

Facility license number

Your business license number. It tells Metrc which facility a request is for.

Metrc user API key

A key generated by a Metrc user that lets software act at your facility with that user's permissions.

Package

A tracked quantity of product with its own Metrc tag, quantity, unit of measure and lab testing state.

Tag

The unique Metrc label that identifies a package.

Unit of measure

How a package is counted in Metrc, for example Each or Grams. Sales must be reported in the package's unit.

Sales receipt

The record of a sale sent to Metrc, listing packages and quantities.

Manifest / transfer

The record of packages moving from one licensee to another. Incoming transfers are checked in when received.

Finished package

A package closed in Metrc because it is empty. Metrc only finishes a package at exactly zero.

Negative balance

A Metrc package showing less than zero, usually from a duplicated or over-reported receipt.

Adjustment

A change to a package's quantity in Metrc with a reason, for example after a count.

Lab testing state

Metrc's record of a package's testing, such as Test passed, Retest passed, Test failed or Testing in progress.

Hold

A block on selling a package. Metrc holds come from a recall, state hold or embargo; stores can also place their own.

Purchase limit

The maximum amount of a product type a patient may take home, set by OMMA.

Unit weight / net weight

The two weights used to count items sold by the each toward a limit.

Reconciliation

Making your shelf, POS and Metrc agree, and explaining any difference.

Override

A manager-approved exception to a check, recorded with who approved it and why.

Recall

A pull of affected packages from sale, with notices to affected patients where needed.
